If the homeowner is not present can I shoot the property?
Yes, you can shoot. However, please ensure you are at the correct property before beginning.

The pilot instructions say to call the homeowner before I arrive but I can't find their name or phone number.
The homeowner's information is added to the mission details page after you have accepted the mission. Therefore it will not be in the original email that was sent out informing you of the mission. It should be at the bottom of the Additional Information section when you log into your pilot dashboard on the app or your computer.
